Most of the top brass in the national security apparatus of the country is dominated by Northern Muslims: the only people the President considers fit to lead even though Federal Character and quota systems aid the entry of many of them into the officer corps of the military. If soldiers are being supplied obsolete equipment, this is due to the incompetence, knowing abdication of duty and/or venality of the military top brass.
