To be a fugitive there must be a pending warrant , bounty order or APB for your arrest or capture and that has never been case with Atiku , he was just Put on a no welcome list which means his visa was no allowed to be approved by any consulate

He was denied VISA because he wired 40 million dollars into the US from a shell location which raised a flag at the height of 911 attention , money was to bet paid to the American university for technical partnership and they got it ...the problem is that he wired the money to his wife Jeniifer who was the middleman in the negotiations...He should have just wired it directly from abti university to the American university ...
