Nigeria is about 180 million and 3.2 million has HIV, this means 1 out of every 56 persons has HIV and this is the figure of prevalence you have up there. Imagine if SA had the population of Nigeria, going by that almost 30 million will be HIV positive.

U are not totally correct, look at Zimbabwe of about 16million people over 1 million has HIV, the prevalence in Zimbabwe is very high even more that that of South Africa
