When the west provides counterpart funding, its mainly as their citizens coming in to earn money through the funds provided by the host country. Those of you criticising the guy that said you cant get a decent job in canada as a Nigerian, you are all ignorant. If you are a graduate and you move to canada so you will be happy to take up jobs as security, waiter in restaurant? Its only when u go there as illegal immigrant or if you are not a graduate that u wont mind doing menial jobs.
