I am not really sure. My parents applied for it in 2007 and we got it in 2013 as a family. There were a bunch of programs back then, i cant really say which one they applied under.

If you weren't restricted to a province, then that will be the federal skill workers program. I came here under the same program. It ran from 2001 till 2014 or so till express entry was introduced.
