Last time I checked the CPC does not need to lobby their national people's congress which is their legislative arm to do anything. The party already makes the decisions within the standing committee of the central committee. Now back to compromising. It is because of this same legislative arm that government is slow and ineffective. This system of government breeds corruption as also seen in the US through their lobbying tactics. It's better to change this system if not no matter the government that's in power, there will never be 60% utilization of the budget

The CPC engages in lobbying, they don't just publicize it.
There are opposition groups even within the CPC.
Even the process of choosing the president involves lobbying, compromises, and voting.
Lobbying is found within all civilized societies.

I will only support this bill if you credit my account with 10 million - that is bribery and extortion.
Include a road project to my village so I can support the unusually large allocation to your ministry - that is lobbying.
