Fact is foreign exchange rate is low. That's one factor foreign investors consider as well as low cost of production and infrastructures. That makes Ghana more conducive for them. Selling their products at high rates is another cherry on the top for them.

All these luxuries we can't afford in Nigeria. You don't expect a foreign investor to invest in a refinery in Nigeria yet be forced to sell his refined petrol at 145 naira, he would rather sell for outsiders. Better still, he would prefer to build his refinery in another country except if Nigeria agrees to sell crude oil at a cheaper price for him.
