Yea,investing in the people or masses is the best development including infrastructure.Take the Ghana School Feeding Program(GSFP) for example,it was implemented in 2005 and has been implemented since and sustained for close to 20 years.You can imagine the benefits it gives to the nation by massively increasing enrollment since education is also free and compulsory.The government budgets over 100 million dollars annually for the feeding program only and has totally spent over 1.5 billion IS dollars and literacy is now almost 80 percent and will be 100% soon before 2025

Also most of high schools in kenya are boarding school - a relic of the British system here. 100M dollars is really cheap for national feeding program. We spend about 20M dollars school feeding about 1.5m kids from semi-arid regions.

We spend 100 million to feed 1.6 million kids according to the Government of Ghana and it is limited to 5000 public schools only.No private institution
