Why didn't he unleash the IPOB treatment on killer herdsmen if he is truly out to sanitize the polity?

Maybe you were temporarily deaf at the time because he made it very clear that anyone who carries a weapon either as a bandit or as an herdman should be arrested prosecuted and if resistance is put up the security agencies have the right to use lethal force.
