If you are talking about the people in your locality being unruly, there's absolutely nothing INEC can do about it but cancel the votes or wait on a report to suggest otherwise.

Example: Atiku's Proofs that INEC contracted well known APC Senetorial Candidate to create thousands of PVC readers that reads fake PVCs for Elections.

Moreover, Oshiomole has been successfully rigging this election in his party's favour for more than 15 years now, Goodluck Johnathan being the only exception, which prompted them to create a new party APC.
