When I say PDP chieftains and supporters are too dumb and ignorant, it's no joke. They don't know anything about the Electoral Act and INEC rules and guidelines under which they are contesting elections, they assume INEC is as emotional and irrational as they are. Even basic arithmetic tells you that Inec can't declare a winner when cancelled votes are more than the margin of victory. But PDP people must wail about inconclusive declarations.
