The Lagos Light Rail may go in the history of Nigeria and Africa's history as the railway that took almost 20 years to finish. The first section of the network, Phase I of the Blue Line, was originally planned to be completed in 2011. After many delays caused by funding shortfalls, the opening date was revised to 2022.

The Lagos State Government last year (2018) announced that its light rail project running between Mile 2 and Marina will now commence passenger operation in 2022.

The mass transit rail project called the Blue Line awarded to China Civil Engineering Construction Corporation had suffered many delays due to the paucity of funds and other challenges. The Lagos Light Rail started 2008, same time Ethiopia started its railway and so far, they have been at the same location for the past four years.

For some of us who ply through Eko-Bridge, Leventis and Apogbon area regularly, you must have noticed some giant beams which are built close to the main bridge. The bridge belongs to the Lagos Light Rail, this is the carriage for the train that will stop at CMS.

AutoReportNG observed that some of the infrastructures that are already completed like those in Mile 2, Orile, Iganmu is already decaying, some have turned to a hideout for criminals as no one uses them. We are at Eko Bridge to observe the construction and report live from the scene, we can say that nothing tangible has been done thus far. The workers of CCECC were either gisting, sleeping or strolling around. We met with a worker and asked why the work was slow for almost years, the worker said, "The state government has refused to release money and the CCECC company has laid off some workers when there is little cash to cater for all the workers.

It will be recalled that in August 2018, LAMATA signed an agreement with Alstom. As a part of the agreement, Alstom conducted a review of the rail lines. After the review of the rail project, which should have initiated passenger activity, the state government said the Blue Line, would now be ready for passenger operation by 2022. This deal also plans for the electrification of a portion of the track.

Now that Lagos has a new governor, we hope this will be taken care of as soon as possible and also be a major front burner for him.

These are images from the Eko-Bridge section on how the Chinese are building the Lagos Light Rail.

An update on what has been done thus far...

- Completion of piling works
- Closure of the in-situ continuous beam between the 7th and 8th pier
- Red patches represent shipwrecks, discarded mooring dolphins, and various other underwater obstructions discovered during construction. (see image below)

This is one project that is dear to my heart but has been bedeviled by Nigerian bad belle politics. cry
If I remember correctly, the design was released in 2009 and construction started in 2010 through a World Bank loan. It was scheduled for completion in 2014. Julius Berger was to build the road while CCECC the rail.
Yaradua approved the first tranch of the loan as president.
Jonathan was the first problem this project encountered. He denied Lagos approval for the 2nd tranch of the loan for Fashola to continue with this project simply due to political party differences. How stupid!
Fashola had to drop Berger and allow CCECC to continue through little funding from Lagos' overcrowded budget. The entire work slowed down due to low funding.
Ambode was the second problem this project encountered. Buhari came in and approved the loan for him to continue the project. Sadly, Ambode had his own stupid ideas.
Instead of completing what he met, he decided to start his own projects that were of less importance to this, simply due to unnecessary political beef with Fashola for not supporting him to get the APC ticket.
Next thing we heard from Ambode was... The project will be completed in 2022. Like what!
That's when I finally concluded that Ambode has to go as we don't need political bickering from the same party in Lagos.
This time, I strongly believe that Sanwo-Olu will do the needful and give us a befitting metro and highway.

Besides taking an inordinate amount of time to complete, detailed comparison below shows that the cost of the Lagos Blue Line Project was misrepresented to the Public as $1.2Billion when the actual cost was RMB 1.2Billion (equivalent to $181m).

The contractor provided this figure in their 2010 annual report.

Where did 1 Billion Dollars go?

[meanwhile if you'd like to prove further Google Section CTW400 of the Saudi Arabia North-South (RMB 1Billion) and the Hong-Kong section of the Gwangzhou-Shenzen-Hong-Kong Railway (RMB 1.17Billion) to compare what physical value these countries got for their money!]

Even when his role played to stall the project has been clearly highlighted, and the timeline of the project start detailed, you still decided to try your luck with a foolish statement.

The project can't be 20 years old. The author just exaggerated or is simply unaware.
I read Punch newspaper on the day the design was released by Fashola and it was on their front page. This was in 2009 thereabouts.
To prove to you and the author is wrong, 20yrs ago was 1999 and we were just transiting to democracy again.

The governor that borrowed over $700 million dollars with nothing to show for it, despite the huge IGR of the state. Now the state is nearing a debt profile of $2billion and yet, still looks like a glorified village. When people say Lagos is working, i just laugh at their gullibility. We have the Rich man's Lagos which is private sector-driven and the shouting Lagos.

Don't forget LASG got refunds for federal road projects carried out. I wait the day, the LASG financial books will be audited.
