I want to believe the government also subsidies the public school education also besides there is no way in hell you expect a privately owned business to sell at the same rate the government sells, the man has to make profit....

Very possible or cheaper, but it may not be immediately. His long term plan is not to buy crude from anybody. He is already developing a marginal producing facility that is going to supply the refinery. The facility will be offshore and development of the facility is ongoing

if nigeria start producing fuel localy,then the price would drop....or else cabals mess around again as they do with discos....
