Very possible or cheaper, but it may not be immediately. His long term plan is not to buy crude from anybody. He is already developing a marginal producing facility that is going to supply the refinery. The facility will be offshore and development of the facility is ongoing |

No, he would sell lower since he won't pay shipping costs. If he sells hire, then nobody will buy. |
