The reason why INEC suspended the election in the first place was the handwriting on the wall. AAC candidate would have won most of the LGA with military support. Moreover this wouldn't have been a serious issue for INEC if it's APC. I'm certain INEC couldn't just watch and allow unknown party with unknown candidate to win just like that. Though most people might not agree but if it was APC I'm certain INEC would announce the result then whoever is aggrieve will go to tribunal.

And as you said, the other elective position would have went as described
