Sorry, that was a misspeak. I can't find any sources showing that he followed through on the process of naturalization but he is qualified though.

One of the requirement of naturalization in the Constitution says: the person must have resided in Nigeria continuously for a period of twelve months, and during the period of twenty years immediately preceding that period of twelve months has resided in Nigeria for periods amounting in the aggregate to not less than fifteen years.

He, atiku fulfills this requirement.

That u are qualified to be a citizen does not automatically make you a citizen.
