Lateef Femi Okunnu, a former Federal Commissioner for Works and Housing, says it is "rubbish" for members of the Ohanaeze Ndigbo to ask for slots in the cabinet of the Lagos State government.

He also said Nigeria must return to the 12-state structure for proper power balancing and effective restructuring.

The 86-year-old elder statesman said this in an interview with The Sun newspaper.

Okunnu, who served between 1966 to 1975, under the regime of Yakubu Gowon, Nigeria’s former military head of State, said Gowon created 12 states after the civil war to create balance across the region.

“Gowon created 12 states from the existing four regions. Let me say this quickly about the 12 states structure, which I have been advocating should be restored in our effort to restructure the country.

“Part of the agitations that led to the civil war was the size of the North, that it was too large, not only in size but also in population. For true federalism to endure, you need proper balancing and that was what Gowon did, following agitation for state creation.

“He created six states out of the Northern region in concurrence with the political leadership of the North. I was privileged to be a member of the ad hoc Constitutional conference in late 1966 after the second coup, which Gowon set up to bring all the regions together.

“There was the North Central State-Kaduna, Katsina and the likes and there was the North Western State- Sokoto and the likes, so six there, right, and then six in the South.

“We had the Western State: Osun, Ogun, Oyo and Ondo. So, the Afenifere shouting for Oduduwa State lost the chance by allowing the Western State to be broken into pieces.

“We also had the Eastern State. They also lost their chance to have a state for the mostly speaking Igbo Nigerians. We had the Rivers State and the Mid-Western State.

“These 12 states were created with the agreement of the political leadership at the time. So if we had allowed the 12 states structure to endure, Nigeria as a country would grow beyond its present sorry state.”

He also rejected the involvement of cultural groups in Nigeria's politics, stating that the Arewa Consultative Forum (ACF), Ohanaeze Ndigbo and Afenifere have no business in politics.

He said these groups should revert to their roles in nation building and not dabble in politics.

“People exploit ethnicity for political power. Dr. Nnamdi Azikiwe, one of my heroes, was elected on the platform of a democratic party, NCNC alliance in Lagos, first Lagos member not on the platform of Igbo state union which was at its infancy at the time but as a Nigerian. Azikiwe was above ethnicity; the Yoruba elected him.

“There was the Igbo state union, Ibibio state union which concentrated on educating Ibibio students, through award of scholarship. Dr. Udo Udoma was awarded scholarship to study law by the Ibibio state union.

That was the role state unions were playing at that time.

“Chief Awolowo founded Egbe Omo Oduduwa in London in 1946, 47 or thereabouts and established a branch in Nigeria in 1948. Again, in fairness to him, although he was strongly for regionalism, he didn’t use the Egbe Omo Oduduwa platform when he was in government. There was Action Group and there was Egbe Omo Oduduwa, a cultural group awarding scholarship. To me, ACF, Ohanaeze, Afenifere should all revert to that role. They have no business in politics; no place for them in politics.

“Some characters were speaking to the press sometime ago on behalf of Ohanaeze saying they want slots in the Lagos State cabinet. Rubbish! How many Lagos people are asking for cabinet slots in Imo, Abia, Enugu and the like? You leave that to local politics and local politicians. They should join political parties and fight for a space.”

Leventis was sympathetic to the cause of African nationalists. He was a friend of Kwame Nkrumah and J.B. Danquah. When a riot flared up in the country, many foreign stores were burnt and closed but only Leventis owned stores remained untouched and were opened throughout the period of conflict. He was made Ghanaian ambassador to France when Nkrumah was elected president of Ghana.

Cappa & D'Alberto was established by Pietro Cappa and Viginio D'Alberto in 1932, immigrants from Italy who settled in Nigeria. D'Alberto was born in Roasio and Cappa was born in Gifflenga.[2] Both businessmen had similar path to Africa, Cappa emigrated to British West Africa in 1924 and originally worked in Ghana before settling in Nigeria. It later took jobs far from its Lagos base such as the construction of a government housing project in Yola which was completed on time,[3] and later Yola hospital. During World War II, the firm's asset was briefly under the control of British authorities through the custodian of enemy properties, both D'Alberto and Cappa returned to Italy and the remaining Italian employees were interned in Jamaica until the end of the war.[2] The partners returned in 1945 and re-established the firm, after taking control of their remaining assets.[2]

In 1950, it secured a lease from Candido Da Rocha to erect a new office in Campbell St, Lagos.

The company's pre-independence projects in Lagos included Holy Cross Cathedral and Humoani Mosque which were built in the 1930s and later Kingsway Stores, Maternity Hospital, Lagos Island, Bristol Hotel and Western House.[4] In Ibadan, it built Cocoa House.

In the 1950s, the firm delved into the property development sector with the establishment of Igbobi Development Company.

In the post-independence period, the firm built supporting housing facilities for construction workers at Kainji dam, NEPA office, Marina, Tafawa Balewa Square and was involved in the construction of the National Stadium at Surulere. The company also built factories including Dunlop in Ikeja and Arewa Textile, Kaduna.[4] The firm's work at Kainji also included New Bussa township and resettlement of residents affected by the dam.[4]

By the 1970s, the company was self supporting with its own equipment, cranes and vehicles.

The firm is one of the leading construction companies in Lagos Island, with works that include: Civic Center Towers, Mobil House, Zenon House, Union Marble building and Wings complex, Victoria Island.[5]

Shonibare acted as the publicity secretary for the party and also performed fund raising duties for the Action Group.

He held the chieftaincy title of Asiwaju of Ijebu.[1]

Early life and career

Born in January 1920 to the family of Sadiku Shonibare-Sanusi. His career began in 1936 as a clerk for U.A.C in Ibadan where he worked from 1936 to 1942, he was then promoted Chief Clerk and book-keeper at Ijebu-Ode in 1942.[2] He rose to become office manager, technical department before leaving the firm in 1952. Upon leaving UAC, he joined Amalgamated Press, publishers of the Daily Service which was then a political mouth-piece of the Action Group. During his tenure, the company launched the Sunday Express an apolitical weekly magazine and also the launched Daily Express in partnership with the Thomson Group.[1] Under his leadership, Amalgamated Press had editors like Bisi Onabanjo and Lateef Jakande, two future governors.

In 1958, Shonibare became managing director of the National Investment Property Company, he was invited to be the MD by S.O. Gbadamosi, a board member.

While working for U.A.C. in Ijebu Ode, his supervisor was Mr Samuel Olukoya. At party in 1942, he was introduced to his daughter Ms Alice Olukoya, they got married in 1946.

NIPC

He was managing director of a controversial company, National Investment and Properties Corporation, a private company that was linked with AG and the regional government and whose directors were party members. The company was formed 1958 by Action Group to evade a new legislation curtailing the use of banks to finance party activities. Previously, the party was involved in a murky arrangement with National Bank for financing.[3] Under NIPC's relationship with AG, the private firm borrowed money from the Western regional marketing board to invest in the country. The money was used to develop some properties that included Cocoa House, Ibadan and Western House, Broad Street, Lagos.[4] In 1962, a tribunal under Justice G.B.A. Coker probed a six-million-pound loan that was extended to NIPC by the Western Region Marketing Board. At the inquiry, it was noted that NIPC was an investment arm of the Action Group to fund party activities.[5] The assets of NIPC were transferred to WEMABOD.

When a state of emergency became effective in the region, Shonibare was limited to Ondo town; he died in January 1964, weeks after the state of emergency was lifted. Shonibare was chairman of Amalgamated Press Ltd, Ikeja, publishers of the now-defunct Daily Express and Daily Service. Prior to his death, he founded Shonny Investments which was in the process of developing Maryland Estate, he was also involved in a mobile film unit and a printing business.
