Activation server is offline at lower iPhone versions and is not accepted by ICCID code so you can experience "Activation Error"

NB-IF IT STILL DOESN'T WORK ON THAT VERSION OF IOS, UPDATE IT TO 12.3 BETA AND TRY IT

Tested now on iOS 12.2 R-sim 13 setup the phone but ones d sim is removed it locks back again.
Now who got 12.3 beta shud try it out let's know what's up.
