I am very sure the authorities concerned were aware of the the issues you raised before setting the pass mark.

Because ALL pilots start out with regionals not just Nigerian pilots...EVERYBODY. Yes they pay you peanuts, but after you've earned enough flight hours and probably a type rating, then you can join the majors. With the pilot shortage, regionals are paying more and even there are tuition payback programs from some airlines up to $20,000. Airlines like American even offer a transition path from the regional carriers to American itself. So it's not terrible as you paint it.

We doctors hardly make 70% in our own exams during medical training yet we operate you while you sleep on the operating table. One thing you should know however is that the standards of these exams are set at a level where the candidate can be certified or licensed to handle very safely his or her work. The other 17% in this case may even be test questions for higher license ratings. Please enter his airplane or a qualified doctors clinic and relax you are safe lol
