this is what they know is best to salvage the security situation but they will not approve such..in US we have the local county or local gov't police called sherrif. .then at state we have the NYPD or LAPD..new York or los Angeles police dept..lathe federal police called the FBI....where they fail, the CIA steps in....

Regional police is the way to go not state police.

Nigerian governors are not matured enough for state police, you don't hand a machete to a known mad man.

Who are the law enforcement agency for federal laws.

For a start ,the constitution needs to separate the office of attorney general of the federation from minister of justice. Same is applicable to the state .then the creation of an elective district attorneys for all the state assembly constituent.

How do get a sound policing policies when the courts are still analog in nature. the digitalization of the Court system must be done holistically and with a rocket spaced time,before ex partes motion and court injunction will not be flying Left right and center with conflicting judgements.The creation of a court Marshall for the judge and the court is long overdue .simply because the police seems to be a will tools in the hands of the executive. With a Marshall in place under the jurisdiction of the chief judge of Nigeria, chief judge of the state and the district court contempt of court will be a serious case now, court order enforcement. Bail and arraignment of suspect in the court .prison transfer handling, the safety of judges handling sensitivity case. we must also include the introduction of the jury system only for industrial dispute between a company/employee/community crisis.
Back to decentralization of the policing architecture.
We need to reform the Nigeria intelligence Agency and stop making it look like a retirement ground for diplomat and old men reunion club.

A department created from the Navy strictly for inland waterways safety of property and life's for those water bodies termed national in course.

Special fraud department. Efcc, ICPC should all be emerged. I don't care if magu is made the director.

Special protection ordeal department.not all our police personnel should be guiding assistant wife's of our public office holder.

Special intelligence department. To feed all other department the necessary intelligence needed.

Rapid Rescue department.

Special assault department. To take care of armed confrontation involving kidnappers and armed robbers as well as cultism .

Special homicide department. Marriage violence, suicide, homicide,patricide, matricide all other related domestic violence.

Special oversight division. The police of all law enforcement agency.

The rest will be drafted to state as state police.

All this policing will fail woefully if the surgeon general ,coroner's and medical examiners are not established.
And the need to bring in a classified Act into Nigeria. Some information are not meant for public consumption and also to checkmate this rise in fake news.

The senate committee on intelligence and judiciary as well as the house committees on intelligence and judiciary must be upgraded to level of checkmating all law enforcement agency.

Create State Police now and forget about Nigeria as a country! We are clearly immature for such advanced idea. Perhaps the next ten generations from now can handle that. This ought to be very clear to every sane Nigerian except of course politicians in power who are usually bankrupt of progressive reasoning
