Every android phone from this OEM I've come across is either from 2016 or 2017, most are from 2016 running marshmallow or lower. None from 2018 let alone 2019. Anyone here has info as to why this is so?

They folded up. They no longer manufacture phones. As of September 2018, LeEco has sold its remaining ownership of Leshi Zhixin Electronic Technology Co., Ltd. and Le Vision Pictures to Sunac.
