Problem with IGR/GDP or Tax/GDP is that most state economy are controlled by the informal untaxable sector of the economy, take Zamfara's example for instance , the GDP value is solely due to Peasant Agriculture and Livestock Rearing.. The Banks are majorly located and active during Farmers market day where people trooping from far and near to shop, Now how would Matawele convince get Mayetti Allah in to the tax bracket without them raising daggers, or Peasant farmers that enjoy nothing from goverment, even ferterlizers, Agroloans and seedlings are giving to Political Jobbers.

But i think this would truely help Diversification Agenda in the long run, and prepare us for Post crude oil price fall
Yeah its hard not impossible. Its either the state collects then provides services or we enjoy mediocrity. Subsaharan countries are getting it done so lets not use informal economy as an excuse like we're the only one with this issue.

Nigeria sits way below the African average anyway. As you said Nigerians can't depend on oil revenue for ever.

Same way mere Yahoo boys are picked up upon EFCC Notification by NFIU and Banks Account Officer on daily limit of a certain amount . Recognized LGA accounts for Allocation would be domesticated with CBN, same as all arms of Goverment, 774 LGA account monitoring by EFCC is a peice of cake, IF Burea de change Account Could be monitored nation wide to forestall Atiku/PDP moving cash for vote inducement

they will still make the local government chairmen to withdraw the money and send it to dem Abi u don forget say na dem select dem put for the position..... all these politicians must find a way out to loot n steal

Sucks to be them. Lol they should of planned based on their IGR. Alot these states ignore rather subsist of allocation than increase tax revenue. Look at the state tax to GDP ratio for 2017 for proof.

ex: Akwa Ibom tax/GDP is less than 1%.

The governor's controls the LGA chairmen, they got the chairmen into the offices

Hence the governor's will simply order the chairman to sign cheques for whatever amount the want.

I advice the FG to setup a commission that will oversee the LGA activities and finances.

This commission members should be appointed by the FG with the NEFU and EFCC as members.
even the FG's committee will be bribed.... everybody is hungry in this God forsaken country

How many LGs have their adminstration intact. Most of them have caretaker committees or interim administrators who are singlehandedly appointed by the govs. Until the LG political structures are restored, any financial requirement will always be overcome easily by the govs. The best way forward is to put a lien on any LG account who's political structure does not follow laid down constitutional provision

*30k minimum wage mean all cadre of workers would demand an upward review in Salary, there by increasing wage bill and decreasing State Revenue sharply.

*No local Goverment Chairman would ever agree to use his or her name to issue a cheque and give it to the governor to squash when EFCC now have zonal offices every state

*With External Debt for all states standing at over N3.trn and Domestic debt owed pensioners , workers and Contractors also quite heavy then only God can save Governors from the wrath of the masses

*Since Oyo State citizen complained bitterly about paying N3000 school levy in a year (less than N10 a day per child), I wonder who he would tax to increase IGR

Lol funny enough LG are much less transparent that states. Most dont even have a website. Then theirs an issue with them raising their own IGR. Its its dumb for states to wait on allocation thesane is true about local government. The great thing is none of them have immunity though.

You have a good point. It’s a good start and a good move by the NFIU, but they should not stop there.

The reason why local government funds are joined to the state account in the first instance is the lack of transparency and lot of corruption where money is shared rather than being used for development of local governments.
This did not bring the intended solution as the governors now see themselves as lords over LGA funds to use at their discretion thereby replacing one corrupt practice with another.

There must be a regulatory body that oversees and regulates LGA, it may be creating a board (elected/not elected) in each LGA that represents the people to ensure accountability and responsibility.

What we now have is the governors using the money themselves at their own discretion for whatever purposes at the detriment of the LGA.

While crooks like the Ibom governor and other willing co-travellers would proceed to quash the NFIU guidelines up to Supreme Court, the Executive should simply prepare a bill to make it known to the law.

What a rubber-stamp legislature does is to give it accelerated hearing and hurriedly pass it into law so that the gains of plugging this hole in public finance is blocked finally.
