Nooo.They both pass laws and if there is disagreement, they can organizes joint committee sittings to harmonize the different versions.

The two Chambers ensure thorough representation both based on population (House) and based on equality of States (Senate).


In addition , the Senate carry out certain functions which the House does not.

The thing is... there are three types of Bills

1. Member Bills - so here anyone that is a member of the HoR or Senate can introduce a Bill in their respective houses.

2. Executive Bills - these are Bills that originate from the executive arm of the govt - e.g a minister or even the president.

3. Private Bills - these are Bills introduced by any other person; like you and I.

However, A bill can be initiated by anybody but only a Member of the House or a Senator can introduce it on the floor of the House or the Senate. So no matter it’s origin - it can only be sponsored in the NA by a Member.

And all bills must be approved by both houses before it goes to the President for Assent.

Nothing special will happen but Buhari's second term should be more nationalistic in the spirit of equity and fairness.

In an artificially created heterogeneous country like Nigeria, ethnic balancing is a necessary evil and a great stabilizing factor.

OBJ understands this better than all other Nigerian Presidents. Especially in his second term, he brought many people to limelight irrespective of their ethnic backgrounds.
