They are actually only blocked from your view. Others can still see them (until a mod hides the post). On this, I think the forum owners are fighting a loosing battle. Most of those things are posted by bots and with the archaic infrastructure this forum runs on, it lacks proper spam filters to cater to the onslaught

They are not faceless persons, they display pictures of people assumed to be on Social Media, they display phone numbers that can even be reported to the Police.
People have tagged them as scammers and all sort, so what exactly is the reason why they can't be reported of their accounts cannot be blocked ?

Report for spamming someone's site. People who have patronized claimed they are scammers. If they make such money themselves, they should be playing cards at home only.
The site has advert areas, they should use it instead.
If you put a link that is not another Facebook link in a Facebook post, Facebook will make it not clickable likewise some sites.
