I also used Google chrome to open it yet it appeared same way i typed it on notepad with all the tags vicible.

How else can i go about this.

I am still stuck on same issue after i followed the exact steps you pointed out earlier .

The 1st picture shows when i finished working on notepad++ and saved the file.

The 2nd picture shows the texts appearing the same way after i opened the HTML file in pc browser.

What do I do to get this right?

Go to W3school.com and click on HTML then you will see try it immediately after sample HTML code.
How VS works is
Download it
Install it, if using windows OS
Create a folder on your desktop becos it's will be easy for you.
Open your VS and you will see welcome page on the right and create files or folder on the left.
