I think this is the first sensible government official that has said it as it is. The only problem is government pumping money into it is a waste.

They need a policy reform that would attract businesses to invest in ranching. They could give a cut off day for open grazing. Say two years after which any cows roaming around will be confiscated. In that time businesses that see an opportunity can set up ranches to absorb the cattle for a fee with all facilities. The herders need to start understanding that business is about resource usage and allocation. This freebie doesn't make sense. Will they be taxed to recover these funds? If not, the it smirks of entitlement and is not sustainable. Will they allocate money every year for them?

If it were hausas they are most welcomed they are peaceful but Fulani they are the other way round I still believe that tribe or whatever was forced on Nigeria, we only know three major ethnic Yoruba, Igbo, Hausa, which one be Hausa/Fulani ?? those set of people think backward and are just too crude and violent in nature

How much meat them they consume what the SW,SS,East consume alone, bro they need the money the mist the owners of the cows won't wait till customers come to them bet on it, the best thing is to follow that mans advice and also provide a well functioning logistics for them, rather than scattering them all around there by creating more room for community unrest

I hope the rejection of this Ruga has shown Buhari how much Nigerians dont trust him aswell as how sharply he has divided Nigeria along ethnic lines. It was never this open in the past.

While he creates the Ruga in the North, with the national common wealth of the whole nation, states that have rejected it should be given grants aswell to enable them solve conflicts in areas that have affected them like he is trying to solve that of the affected North.

That way, which ever group dares to draw the attention of the govt by destruction of their properties/amenities would always take note, others get likewise equal, to suit their various needs and grievances.

Ruga settlements are conceived by the federal government to address the incessant clashes between farmers and herders in the country.

In an interactive session with newsmen on Monday in Minna, the Secretary to the Niger State Government (SSG), Ahmed Matane, said: “the North had the largest land mass in the country with greater portion largely untapped.”

He added that Northern state governors, in collaboration with the federal government, should put the land into judicious use through the Ruga settlement initiative.

He said the initiative could look at the possibility of reactivating the structures already put in place by the defunct Northern Region government through the many grazing reserves that abound in the North.




According to him, most of the reserves had been gazetted with already developed structures but abandoned.

Matane added that they should be rehabilitated and upgraded for use, pointing out that the ongoing discontents over the proposed settlement were needless.

He said, “Bringing the nomads together would end the conflict thrown up by the struggle for space. The Ruga initiative would lead to development and enhancement of livestock value chain.”




“Livestock development is a big business. The value chain is enormous and will attract huge foreign exchange for the country. Leather alone is a multimillion naira business and in the ongoing diversification drive of the federal government from oil to agriculture; livestock subsector could be the key flagship,” he explained.

The SSG said Niger State had already taken the lead through the rehabilitation of the 45, 000 hectares Bobi Grazing Reserve in Mariga local government area.

According to him, the present administration, under the leadership of Governor Abubakar Sani Bello, would expedite action towards promoting pasture development for Pastoralists at the Grazing Reserve.

He explained that the settlement of Pastoralists at the Grazing Reserve would turn nomadic Pastoralists into mixed Farmers who will take up crop farming to supplement livestock farming.
