Ruga is just a program to claim land
once they settle they begin to multiply like rabbits giving their kids Igbo or the local names so the locals can feel comfortable with them,after many years they claim they are indegenes of the state as they know no other place as their great grand parents who settled there never revealed to them their hometown
before you know it they are dragging state with you and claiming it's their ancestral home

same way in Jos and other middle belt states,there were no hausa/fulanis indegenes back in the day but today they are always at logger heads with the real owners of the land
