I doubt. Ogun State is the highest producer of cassava in Nigeria. Their soil support cassava production. Benue is know for yam production. I won't doubt cross river to produce huge tons of cassava too but when it comes to cassava output, give it to ogun state

Some persons are speaking against the govt. Please stop it. The government, through the research institutions and agricultural change/extension agents give out improved cuttings to farmers. Go to NRCRI, Umudike and you'll see things for yourself.
