Who stated the rule? Where is the statistical data that supports this? You are just expressing your subjective opinion.

Most women are small and petite. There is a predominantly large population of small and petite women while there is a very small population of big guys. Certainly as a consequence of basic mathematics, many of the big guys will have small and petite girlfriends, and the petiteness of the women would seem amplified when standing next to the big men, hence the stereotype.
