In the last 11 years, I've had 3 passports with the 4th completely used up and needing a new one shortly.

Nobody delays your passport and renewal in most countries is after 5 years.

Lolzzzzz you are correct, when they introduced letter from local government, when I went to do mine international passport that year, I never had any, the immigration officer said no problem, he told someone to use fake for me lolz
