Pls can polytechnic students also take foreign scholarship to study abroad or are foreign scholarship just meant for university students alone?

Yes. I have a freind with HND who won Chinese Government Full Scholarship for his MSc studies. He had a distinction in his HND. He also had a Postgraduate Diploma.
