We are not all the same, you can’t use a single reactional or response-based yardstick to judge everyone and conclude that, those who don’t conform must shut up forever.

There is nothing like, the right or wrong time to response to a bully or someone that have done you wrong. Agreed, it might have some credibility if you react to their face immediately and that might stop them from continuing or doing it to others; but in certain situation that might not be the prudent step to take or you might not be in the right state of mind to do it them or are not empowered or have the courage to do it; making factors could be involved.
