This is utter nonsense. Money down the drain. It is worsened by the fact government wants the manufacturers to patronise locally made cotton which is notorious for its low quality. Government should simply allow the market to work and pick and chose winners. This will involve Creative Destruction which the government rejects in the textile and garment sector. The state has always been poor in choosing winners. The best step government can take to improve the fortunes of this sector is actually the very opposite of its present redundant policy and that is to fully open up the sector to foreign trade. Zero percent import duty on textile fabrics will be a boon to the thousands of mom and pop tailoring shops that abound. The Economist called it 'the kind of unflashy industrialization that actually creates jobs'. Also, many medium to large scale manufacturing factories will be set up to produce garments for both the local and international market. I suspect a horde of Chinese manufacturers will set up shop in Nigeria importing fabrics from China, turning it into garments primarily for exports to nearby Europe and other parts of the globe. Eventually, many fabric manufacturing plants will be set up as many garment producers will want faster turnaround time and speed to market and that can only be achieved with fabrics produced within the country rather than wait weeks to receive consignments from China. If such a policy like this was implemented, the textile sector will be much bigger than that of the 1980's. It is time the government applied proper economics rather than the over repeated hubris that achieves negative results. |
