To be sincere.... Bicycle should be encouraged in Lagos.
Bacteriologist:
Good initiative but will the overbloated African ego in us allow us to come to terms with a potentially viable solution to traffic problems in Lagos? Everyone wants to own cars and blast hot loud stereo music to show off to their neighbours.

Lagos is a really small town and biking around will not be as cumbersome as it is in the UK or Netherlands for example.

The attached image is me riding from Ikotun-Egbe to Eko-Bridge on a cold morning. 1hr 30mins. Even in the afternoon the time would be roughly the same. Can't say the same for a car in the afternoon.
The new road leading to the new Bariga Waterfront Jetty (one of the last roads commissioned by Ambode) has a bicycle lane...

However, years ago when the late Ojo Maduekwe tried to popularize a bicycle-riding culture in Abuja (he was then Transportation Minister under President Obasanjo), he was relentlessly mocked by large sections of the Nigerian media, and he was almost knocked down riding a bicycle to work as a Minister, the derision grew even louder.

The only problem with bicycle is where to park it safety.
In China, they did a mass bicycle scheme. One type of heavy government bicycle. You rent it for the day. Return it and collect your money. But at the end, people found it difficult to park the bikes properly and just started dumping them untop of each other. Government now stopped that scheme.
The story is up on YouTube.
UK find it difficult not ride bike. Americans find it difficult also. Only Nederland use bicycles. And I think Belgium as well.
You are largely correct (and, btw, contrary to the other commenter, it's not just "overbloated African ego" - and I must confess that I cringe when Africans indulge in these sorts of casual quasi-racist remarks). In many parts of the world, it is difficult to wean people from the car culture primarily because most modern urban areas are anchored on road transportation infrastructure. Even in China, where most of the adult citizenry grew up primarily on bicycle transportation up until just a few decades ago, road transportation is now the primary means of transportation (albeit they have also embarked on massive rail transportation investment). In the US, getting a license and owning a car is basically a Right of Passage to adulthood.

Calling on Rivers state government to repair the Bus Stops shelters in Portharcourt, the are all in very bad shape leaving no place for residents of the city to shelter when it is raining. Currently there are no bus stops shelters in Portharcourt.

See this first. And prepare the necessary assistance.
At least these are foreign countries with government healthcare/assistance. Not this our Nigeria without any government aid.
