The op is wrong, Trump didn't threaten Turkey over Isis. He threatened them because of the American allied Kurds whom have enjoyed US protection from Turkish invasion. American doesn't want Turkey to use disproportionate force.

Bros, you are the one who hasn't been following international politics. Trump mentioned ISIS in his post, but it's not because of the possibility of thier return that made him threaten Turkey. The part where Trump mentioned Isis, he equally placed the responsibility of ensuring that Isis doesn't return on Europe which Turkey is part of.
The main reason Trump threatened Turkey, which was completely left out by the ops, is because he does not want Turkey to use excessive force against the Kurds, a US longtime allie.
