Having gotten the conviction of who to marry, but right now you do not have a stable job that can make you financially bouyant.
Should one propose to the sister when there's no job and money on ground or one should wait till job and money are on standby?

If both of you are born again, you don't have to worry about money.

Be a born again and allow GOD to show you your real wife... don't go before GOD. Ask HIM to take care of your needs, you will be shocked by the results. HE will bless you immediately more than you ask for and you will never lack. Remember, "your needs". Don't go asking for cars and other earthly possessions. You must live a humble life when HE blesses you. Don't intimidate people with the blessings but rather help those who are in need with most of the blessings. This is a mystery that truely works.
