The need for a national policy on education came about as a result of the 1996 National Curriculum Conference which was attended by a cross-section of Nigerians. The conference was a culmination of expressions of general dissatisfaction with the existing education system which had become irrelevant to national needs, aspirations and goals.

After the National Curriculum Conference, a seminar of expert drawn from a wide range of interest groups within Nigeria was convened in 1973. The seminar, which includes voluntary agencies and external bodies, deliberated on what a national policy on education for an independent and sovereign Nigeria should be.

The outcome of the seminar was a draft document which, after due comments were received from the states and other interest groups, led to the final document, the National Policy on Education, first published in 1997.

Since the published of the first edition in 1997, the 2nd and 3rd editions were published in 1981 and 1998 respectively in keeping with the dynamics of social change and the demands on education. This 4th edition was necessitated by some policy innovations and changes, and the need to update the 3rd edition (1998) accordingly. These innovations and changes include:

(a) The lifting of the suspension order on Open and Distance Learning Programme by Government,
(b) revitalization and expansion of the National Mathematical Centre (NMC);
(c) establishment of Teachers Registration Council (TRC);
(d) introduction of information and Communication Technology (ICT) into the school curriculum as a second official language;
(e) prescription of French Language in the primary and secondary schools, curriculum as second official language;

(f) prescription of minimum number of subject to taken by SSCE candidates;
(g) the integration of basic education in the programme of Quaranic schools, to ensure equal opportunity and effective implementation of UBE;
(h) repositioning science, technical and vocational education in the scheme of national educational for optimum performance; and
(i) general contextual change to reflect the state of professional practice in education, among others

Government’s intention was that the far-reaching provisions set out in all sections of the policy should transform all aspects of the nation’s life over time. To this end, Government set up a National Educational Policy implementation Committee to translate the Policy into workable blue prints that would guide the bodies whose duty it would be to implement the policy. The Committee was also to develop monitoring system for educational plan as it evolved.


PHILOSOPHY AND GOALS OF EDUCATION IN NIGERIA
1. A nation’s policy on education is government’s way of realizing that part of the national goals which can achieve, using education as a tool. No policy on education, however, can be formulated without first identifying the overall philosophy and goals of the nation.

2. The overall philosophy of Nigeria is to:

(a) live in unity and harmony as one indivisible, indissoluble, democratic and sovereign nation founded on the principal of freedom, equally and justice;

(b) Promote inter-African solidarity and world peace through understanding.

3 The five main national goals of Nigeria, which have been endorsed as the necessary foundation for the National Policy on education, are the building of:-
(a) a free and, democratic society;
(b) a just egalitarian society;
(c) a united, strong and self-reliant nations;
(d) a great and dynamic economy;
(e) a land full of bright opportunities for all citizens.
4. In Nigeria’s philosophy of Education, we believe that:-

(a) education is an instrument for national development, and the interaction of persons and ideas are all aspects of education;
(b) education fosters the worth development of the individual, for each iindividual’s sake, and for general development of the society
(c) the training of the mind in the understanding of the world around;
(d) the acquisition of appropriate skills and competencies as equipment for the individual to live in and contribute to the development of the society.

8. In consequence, the quality of instruction at all levels has to be oriented towards inculcating the following value;

(a) respect for the worth and dignity of the individual;
(b) faith in man’s ability to make rational decisions;
(c) moral and spiritual principle in inter-personal and human relations
(d) shared responsibility for the common good of society;
(e) promotion of the physical, emotional and psychological development of all children;
(f) acquisition of competencies necessary for self-reliance.

9. In order to realize fully the potentials of the contributions of education to the achievement of these goals and values, all other agencies will operate in concert with education. To that end, Government shall take various measures to implement the policy;

Accordingly:-
(a) education shall continue to be highly rated in the national development plans because education is the most important instrument of charge; any fundamental change in the intellectual and social outlook of any society has to be preceded by education;
(b) life-long education shall be the basis of the nation’s educational policy;
(c) education and training facilities shall continue to be expanded in response to social needs and made progressively accessible to afford the individual a far more diversified and flexible choice;
(d) educational activities shall be centered on the leaner for maximum self-development and self-fulfillment;
(e) Universal Basic education in a variety of forms; depending on needs and possibilities, shall be provided for all citizens;
(f) Efforts shall be made to relate education to overall community needs;
(g) Educational assessment and evaluation shall be liberalized by their being based in part on continuous assessment of the progress of the individual;
(h) Modern education techniques shall be increasingly used and improved upon at all levels of the education system;
(i) The education system shall be structured to develop the practice of self-learning. Government shall in this regard continue to encourage the establishment of Young Readers Clubs in schools
(j) At any stage of the education process after junior secondary education, an individual shall be able to choose between continuing full-time studies, combining work with study, or embanking on full-time employment work with study, or embarking on full-time employment without excluding prospect of resuming studies later on;
(k) Opportunity shall continue to be made for made for religious instruction; no child will be forced to accept any religious instruction which is contrary to the wishes of his or her parents; and
(l) Physical and health education shall be emphasized at all levels of the education system.

10. The importance of language:-
Government appreciates the importance of language as a means of promoting social interaction and national cohesion; preserving cultures. Thus every child shall learn the language of the immediate environment. Furthermore, in the interest of national unity it is expedient that every child shall require to learn one of the three Nigeria languages: Hausa, Igbo Yoruba.
(a) For smooth interaction with our neighbours, it is desirable for every Nigeria to speak French. Accordingly, French shall be compulsory in primary and Junior Secondary Schools but Non- Vocational Elective at the senior Secondary School.

as for your questions regarding if anyone forced you to go to a missionary university. well, that's not what the country cares about.

what the country cares about is the creation of a just and egalitarian society like the first part i bolded above. and to do that, it says no child will be forced to take religious instructions that is contrary to the parent. and if you want to say we are not tqlking about a child here, well an adult isbeven more free as we already trust their judgement to make the right decisions like is pointed above.

incase you don't know, when applying for licsence, a copy of this policy and philosophy of Nigerian education is given to you and you agree to them. therefore anyone religious or not, can come and apply to your religious school, and as long as he meets the requirement, you are to give him admission without discrimination or prejudice and he is not suppose to adhere to your religious definition of morality if he doesn't want to, and also when it is not a crime he is commiting. deny him access to study in your school, like this school has done to this innocent lady, then you go against the goals of the Nigerian education which is to create a just and egalitarian society. to remind us: the word egalitarian means EQUAL; equal access to education.

You are being emotional here.

Religious institutions from time immemorial have rules guiding their establishment. Their rules don't necessarily contradict the constitution of the country. Their rules are more like a subset of the country's constitution.

Anybody who wants belong to a religious institution/school MUST abide by its rules.

The nation's constitution serves generic purposes. States have their own laws. CDAs have their own laws. Companies have their own laws. Religious institutions and schools also have their own laws. Even residential and industrial estates have their own laws. You can't erect tall fences in some estates. In some, you can't hold parties etc etc

Babcock University's image and integrity was tainted by the students' immoral conduct. They de-marketed the school terribly. Hence, they had to be expelled to serve as a deterrent to other students.

To my mind, Babcock is wrong.the act was done outside the school campus during the break by two consenting adults without wearing school uniforms if there is any. The girl shouldsue the school for their irresponsible act.

It is about the rules the student and her sponsors have agreed to abuse with and about consequence already accepted if rules are breached. I'm sure she will be readmitted in another season. We all do things we wish will remain private. That she was us will take a lesson from this makes it all well

this is getting tiring... it's not about the sex. the school don't care about the sex... for a school that base its business model on high morals and religious upbringing, this is a scandal...
1.) if the title of the video that trend was "Chichi Chika sextape". the school would have taken a different approach. for the mere fact that it's say " Babcock student" and has gone viral, the school as any corporate organization has to protect its brand so they did what was best for Babcock.
2.) if she was under duress for the act, it would've been a different case. she is not a victim here, she a willing participant in an illicit affair. I truly sympathize with her. she's a victim just as much as the school but that she trusted someone with such a delicate material is baffling and stupid. to paraphrase Newton's third law - "For every action whether right or wrong, there's a corresponding consequence".

Stop looking at it from the girl's perspective only. there are 4 people involved in this shenanigan: the girl, the guy, whoever leaked it and the school. Look at it also from others perspective before making judgements.

Freeze is an idiot. Every institutions has standard they follow. She brought the school name to disrepute. Holiday or not she a member of the school till graduation.


Aside people should learn to take responsibilities for their actions. You have sex and tape and the world see it..it's on you. If she did something that made the school proud outside am sure the school will also present her with and award and her parents will be proud.

Now let her deal with the dishonor with her family. So every one young girl out there learn. People are becoming too irresponsible this days and they need to be thought there are consequence.

I was speaking to a fellow just this morning who is investing heavily in education presently. And he talked about the dearth of educational investment in the south particularly by individuals of means in this region citing (guess what) his daughter's recent graduation from Babcock (he didn't mentioned this expulsion incident, probably hasn't heard yet) and was glowing in his admiration of the institution.

Now I have known this fellow for quite a while and he isn't exactly a pious pope nor church inclined but recognises the value of sound morals he wishes to instill in his kids which he hopes the institution provides. So, you can understand that the institution has to protect, maintain and project its core values and it will do anything to keep that imagery intact. He paid a fortune for his daughters education. There is a lot at stake. The private college education industry is competitive and will be more so going forward.

I understand u, so the issue now is have sex but don’t get caught right?!? Cause we pass through school, I for one know that sex is one thing that is very very easy to get in school, so it’s like a “ don’t ask don’t tell” like the US army

No sane, reasonable and sensible person would have come online to rant about Babcock. The act was committed outside the school, during holidays, in her personal time and as a consensual act. This has no bearing on the school itself, and in fact should have been used as a sterling way for the school to show forgiveness and correction.


Now, to take a moral high ground over an issue that shouldn’t really involve them, they school has acted to permanently ruin the life of this girl.

In every university when matriculating or graduating, you (if you ever even bothered to read your schools ethics) STUDENTS ARE CAUTIONED TO BE GOOD AMBASSADORS OF THE INSTITUTIONS they belong to. You are awarded honours for good deeds by your respective schools if you do positive things even when long graduants from the school. Using disciplinary powers should not be condemned likewise.

And the same Bible that told you about God's forgiveness in Christ, told you about your harvest for unnecessary sin (Galatians 6vs 7).

Let's take a look at the girl, she starts having sex, then starts recording herself, then starts selling her body for sex, then gets married, then sleeps with her neighbours, Boss, Pastor, then she divorces, then she becomes a single mother......

These acts have ripple effects detrimental to the society, and we don't know if we are going to be a victim of someone's lusts, the best thing is to arrest that behaviour in time before is snow balls, and punishment is a good form even if it's in the form of explusion. What the institution did was the best both in the interest of the school and other students, the image of the school is very important, the video is very disgusting very bad and very dissapointing, anyone can do anything he or she like in the closet but bring it to the public is horrible. I have read the rules and regulations of some of these private christian universities and can say authoritatively they are 100% covered in taking this action unless the prospective students never signed to adhere to them.

In a situation it where a secondary school, are you'll still thinking such students would still be allowed to continue there education? Education is not just for knowledge but to inculcate Morales into people. But whoever leaked the video should be sued for infringement on privacy.

That's why it's Babcock university,not Babcock secondary school.Secondary school students are mostly underaged and are not even permitted by law to have sex.Its not the same for University students.
