If his parents were as rich and enlightened as he is, his problem should have been solved. That's why parents need to be checking their children's heights and weight regularly. If you see a same figure continually, know that the hormones responsible for growth has stopped and the child needs medical attention.
But it is a Pity it is something people don't take seriously in this part of the world but call the child nicknames instead.
The injection is available, the child will grow little by little but most importantly get to puberty so he/she can reproduce.
That is what Messi's parents used in growing him up when his growth stopped { I read it in his Autobiography}. Though he is short/small, he got to puberty and has kids. Maybe also responsible for his extraordinary strength.
