If it were that simple then everyone account could have been deleted the only thing that proves yoi are the owner of an account is 1. you have the login details. 2. You have the recovery contact 3. You have other forms of contact from the account
Once you have lost all of these privileges on the account then you are already an intruder unless you are talking about a website hosted in your own server the best you can do is report but that won't even be so effective as so many people do a witch-hunt report. best thing secure your account if not move on when you are hacked anyone who would have you would be one step ahead and he or she will change every vital details before you realize
