This looks like an iCloud/activation locked iPhone, but you say it's network locked.

Post pictures of the iPhone accessing menu and show the status of 'Find my iPhone'.

Guy no dey ask me unnecessary questions when you’re not interested anyway the phone doesn’t have icloud on it has a baseband issue thats why it not activating
