Yes they can but it's not a healthy practice, since it can promote genetic mutation due to inbreeding
how is their puppys going to be.

Outcome like I said earlier, might not be favorable due to the fact that inbreeding is never a good practice when it comes to breeding at all, be it dogs or otherwise
