The UN is a Commonwealth that is accessible by all duly recognized sovereign Members, that is the globally agreed rules of engagement. The Host Country has no right to restrict access; if it must restrict access, then such application must be submitted to the Secretariat beforehand and decided by the Security Council. Another way is if The UN suspends the Islamic Republic just as G-8 suspended Russia when the Latter annexed Crimea. Otherwise, I am afraid this restriction has no legal, diplomatic conventional basis.

Besides, by willfully breaking protocols, Donald Trump is allowing his personality and pychosocial complex to have an excessive bearing on US Foreign Policy and Conduct and this will set a dangerous precedent in International Politics and detroy the remaining fragile compliance framework of States in the system.

Even at the climax of hostilities between the US and Cuba, North Korea, defunct USSR and Russia, restrictions were not placed on the UN attendance of these US' adversaries.

These countries and future aggressors are watching and learning that, after all, they don't have to rely on, play by or care about the rules while redressing their grievances
