The Population of Texas is way smaller compared to Russia. It takes lot of responsibilities and resources to keep all that population happy and satisfied. Texas don't have to worry much about such responsibilities.

Texas doesn't have any potentially hostile enemies at the border that warrant spending billions of dollars to defend against.

No hordes of idiots saying “Texans are evil and will kill us all” in every media source they can get their hands on.

No need to maintain army and take care of thousands of nukes in case the idiots above actually act on it (even as they try to encircle it with a 28 member military bloc bases).

Nobody is slapping sanctions on Texas.

Much smaller territory to protect and govern. Even if u out devide Russia into smaller countries the size of Texas, Texas still don't come close to one third of a piece of Russia.

The Lone Star state has better climate and doesn't have to deal with 11 times zone.
