Why can't people complain of NIPOST staff atrocity to ICPC?

I orderd for a phone on aliexpress on the 29th of November 2019(black Friday) and on the 23rd of December I was updated that the package had arrived the country but since then till date I haven't heard anything from nipost. So I called a nipost rep and he requested the tracking ID of the package and after checking, told me that there was no such info in their system. But on aliexpress 17track, the last info is as follows; Nigeria, LAGOS IMPC (AIR), Receive item at office of exchange (Inb)
Please someone help me, I don't know what next to do.
My delivery address is abuja by the way

It's about to be deliver at the POST Office, when it finally deliver you will see something like Item insert in a local bag item delivered at POST Office.. just have some little patience bro!!!

... thats customs duties and if u re not cool with the price , kindly go there and write a letter back to the custom to reduce the price but that will takes up two or three weeks before it can be approved
