The key word here is "independent". France wants to prevent or frustrate an independent joint West African currency.

I was thinking of sane thing. WAS is even better. The only problem is that the west African countries were hoping to expand it through the whole African regions in the future and not just fir west Africa. West Africa was supposed to be kick off point.
