Yes, God can even order wickedness himself!

Numbers
Chapter 31
7-12

7 And they warred against the Midianites, as the LORD commanded Moses; and they slew all the males. 8 And they slew the kings of Midian, beside the rest of them that were slain; namely, Evi, and Rekem, and Zur, and Hur, and Reba, five kings of Midian: Balaam also the son of Beor they slew with the sword. 9 And the children of Israel took all the women of Midian captives, and their little ones, and took the spoil of all their cattle, and all their flocks, and all their goods. 10 And they burnt all their cities wherein they dwelt, and all their goodly castles, with fire. 11 And they took all the spoil, and all the prey, both of men and of beasts. 12 And they brought the captives, and the prey, and the spoil, unto Moses, and Eleazar the priest, and unto the congregation of the children of Israel, unto the camp at the plains of Moab, which are by Jordan near Jericho.

17-18
17 Now therefore kill every male among the little ones, and kill every woman that hath known man by lying with him. 18 But all the women children, that have not known a man by lying with him, keep alive for yourselves

That was caused by disobedience

No, God is not silent to the wickedness of Men. But people especially the agnostics, used to ask why God allow somethings to happen like death, sickness, accidents and why some evil people get to live so old, while good people tend to die young.
See God hates evil and does not condone sins because its against his nature of Holiness, but that does not mean he will strike you with thunder if you sin or he will he just make a terrorist on his way to kill to fall down and die,God does not work that way.
You are human,he gave us free will. Do what you like with your life here, he will not strike you dead, many curse God on nairaland daily yet they are doing well financially or in some areas of life, does not mean God condones evil. He has set the law of sowing and reaping in the Universe, you reap what you sow. If a man is a racist for example, but invest his time and finances judiciously,he will succeed. If a student is an atheist but takes his studies seriously,he will succeed. That does not mean God accepts their evil ways or he is complacent about evil,it only means they reap the good they sow.
If you are loving and kind and Generous but refuse to use your time well or learn a skill or work, you will be broke, does not mean God is punishing you or you should not be kind,it only means you reap what you sow. If you dont observe basic hygiene, you will fall sick,no matter how righteous you are,its the law of sowing and reaping, but.........................
But you should know that your freewill has a price. God has set a day in which he will judge the deeds of all men,by his Son Jesus christ that he gave for the sins of the whole world.
In Conclusion, you can be a wicked person, vile and still be rich, live long, healthy,if you follow the principles of success and have the right opportunities. That does not mean God is silent to your evil, you will give account to God one day.
