For how long will you continue to tax the same firms? You are completely right. You are not supporting small scale enterprises with huge taxes gotten from big enterprises. A woman opens a tailoring shop, next thing I demolition in the excuse that it is on the path of city development and same land is left fallow with caveat emptor signboards. Empower small scale and medium scale enterprises, create the enabling environment with steady power supply and I bet you after 10 years, these firms will grow so big to be able to pay taxes no matter how big it is.
