Some Samsung and Xiaomi device would fit but personally I'll say Phantom 9 or Camon 12 pro. Its not upto you budget as you'll still have lots of change.

There are places that have 4G that some phones cannot use, eg oneplus 7 has highest 4G bands I've seen,so far
