No, I've seen Senate President and House Speaker used it.

The issue is that the first family can fly presidential jet but not without the President.

It's unfortunate that we have this funny way of abusing our office.

A Permanent Secretary / Director General with fleet of cars will attach one Ministry car with his wife, one with his children etc.

We're used to all that but it doesn't make it right.
