Anambra is by far more developed than your Enugu state, infact Enugu people migrate to Anambra for greener pasture. Unizik is federal. Most likely the federal government used a qualified contractor to build that federal university. For the states, shortcut is their problem and small man mentality. State roads are supposed to have a design specification for the traffic and loads they carry. Look at for example Lagos state:

For Anambra, Obi built many roads without an adequate design specification. So you have state roads that collapse the minute a Dangote truck or petroleum tanker runs over them. The only decent road he built was the expressway between headbridge and Umunya which was done by CCC. All sorts of heavy duty vehicles run on them and they are still strong. The rest are falling apart less than 15 years after they were built.
